Preheat your oven to 375°F (190°C). Grease a 9×13-inch baking dish with cooking spray or a light coat of oil.
2. Cook the Meat
In a large skillet, cook the ground beef or turkey over medium heat until fully browned. Drain any excess fat.
Add the taco seasoning and water, stirring to coat the meat evenly. Let it simmer for about 2–3 minutes.
3. Prepare the Filling
Stir in the black beans, corn, and half of the salsa into the skillet with the meat. Mix well and cook for 2–3 minutes until heated through.
4. Assemble the Layers
Start with a thin layer of salsa at the bottom of the baking dish to prevent sticking.
Place 2–3 tortillas in the bottom of the dish, tearing them as needed to cover the surface.
Spread a layer of the meat mixture over the tortillas, followed by a layer of cheese.
Repeat the layering process (tortillas, meat, cheese) until all ingredients are used, finishing with a generous layer of cheese on top.
5. Bake
Cover the dish with aluminum foil and bake for 20 minutes. Remove the foil and bake for an additional 10 minutes, or until the cheese is melted and bubbly.
6. Serve
Let the casserole cool for about 5 minutes before slicing. Top with your favorite garnishes like sour cream, guacamole, and fresh cilantro.
