- Preheat the oven to 375°F (190°C) and grease a baking dish.
- Boil the potatoes in salted water for 8-10 minutes, until slightly tender. Drain and set aside.
- In a large mixing bowl, combine the heavy cream, garlic powder, onion powder, salt, and pepper.
- Layer the potatoes in the baking dish, pouring the cream mixture evenly over them.
- Sprinkle half of the mozzarella (or cheddar) and Parmesan over the potatoes. Add the crumbled bacon on top.
- Add the remaining cheese over the bacon layer for extra gooeyness.
- Bake in the oven for 25-30 minutes, or until golden and bubbly.
- Garnish with fresh parsley, if desired, and serve warm.
