Peel and slice the potatoes thinly (a mandoline works great for even slices).
Dice the peppers and onions, then set aside.
Cook the Meat:
In a skillet, brown the ground beef or sliced steak over medium heat. Season with garlic powder, smoked paprika, salt, and pepper. Drain any excess grease and set aside.
Assemble in the Crockpot:
Lightly grease your crockpot with cooking spray.
Layer half of the sliced potatoes on the bottom of the crockpot.
Top with half of the cooked beef, peppers, and onions.
Sprinkle half of the cheddar and mozzarella cheese on top.
Repeat the layers with the remaining potatoes, beef, peppers, and onions.
