Step 2: Prepare the Beef Mixture

  • In a large skillet, brown the ground beef over medium heat. Break it up with a spoon as it cooks.
  • Add the chopped onion, bell pepper, and garlic, and cook until the onion is translucent.
  • Drain any excess fat from the skillet.

Step 3: Add the Tomatoes and Seasonings

  • Add the diced tomatoes (including juice), tomato sauce, Italian seasoning, salt, and pepper to the beef mixture.
  • Let it simmer for about 5 minutes, allowing the flavors to blend.

Step 4: Combine and Layer

  • Preheat the oven to 350°F (175°C).
  • In a large mixing bowl, combine the cooked pasta, beef mixture, and sour cream (if using).
  • Pour half of the mixture into a greased 9×13-inch baking dish.
  • Sprinkle with half of the shredded cheese.
  • Add the remaining pasta and beef mixture, then top with the remaining cheese.

Step 5: Bake

  • Cover the casserole with aluminum foil and bake for 20 minutes.
  • Remove the foil and bake for another 10 minutes, or until the cheese is melted and bubbly.
