Step 1: Preheat Oven
- Preheat your oven to 375°F (190°C).
- Grease a 9×13-inch baking dish with olive oil or butter.
Step 2: Cook the Ground Beef
- In a large skillet over medium heat, cook the ground beef until browned. Add the diced onion and minced garlic, cooking until the onion is translucent.
- Season with salt and pepper. Add the drained diced tomatoes (if using) and stir. Remove from heat and set aside.

- Layer half of the sliced potatoes on the bottom of the greased baking dish.

Step 4: Add Cream and Bake
- Pour the heavy cream (or milk) evenly over the layers in the baking dish.
- Cover with foil and bake for 40 minutes.
Step 5: Finish Baking
- Remove the foil and bake for an additional 20-25 minutes, or until the top is golden and bubbly, and the potatoes are fork-tender.
- Let the casserole rest for a few minutes before serving. Garnish with fresh parsley or chives if desired.
